Top End Not Oiling; ROCKER ARMS

I'm new to the Metro buy have a 1997 LSI 1.3L. When I bought this car it had a bad tappit noise I removed the valve cover and found that the cam and some of the rockers arms bad. Long story short replaced complete head, rockers, cam, shafts. When I restarted the oil pressure was low so replaced oil pump. Now I have good oil pressure but the cam and rockers are not getting any oil. I'm on the edge of a complete tear down unless someone can help me with this.
Cold start 54#'s pressure. Hot idle 20#'s. 3000 rpm 53#'s when hot. :banghead

When you removed the valve cover how much sludge was there? Was it really caked up? Could be the oil passages are clogged with sludge. Maybe you will be lucky and can just clean the sludge out.

Most of the head gaskets for these cars (I have the same car like you) comes with a small hole on it that restricts the oil coming to the head... I found it when replaced my head gasket so had to drill out a big one on the new one before installed it.

That will be a possibility, I used to receive some noises on my valve cover due to poor lubrication and in fact my cam is kind of cracked in some places.

Just in case you are going to tear it down... looking from the front of the engine... check oil passage on the upper left hand corner. Should be blocked there.

When I took the valve cover off the first time there was no sludge only the oily varnish look. As you have stated I took a look at the old head gasket ( which I still have) and I can't really tell which holes would be for oil the holes are really small, water passages are defined real well. I was about to think that there were no oil passages coming up from the block. Just for reference I hand oiled the top end while checking my oil pressures. The darned head gasket cost me $45.00 US. and had to be ordered in. I have found it now for just over $17.00 on the net.
I think I will pull the head back off and recheck the passages. This I will do with the intake and exhaust attached to save some time.
I FLIP CARS (buy and resale) as a hobby but my wife really wants to drive this one as I only paid $120.00 at auction. It was a police impound car.

It's my understanding those 2 holes you've circled are oil drain holes.They allow oil to drain back from the head to the oil pan. Dry fit the head and you can line them up with holes in the head.

The oil is supplied by the smaller hole on the lower left of you picture near the lower leftmost headbolt hole. It sounds like the blockage may be in that area. Did you liberally apply any sealer around any of the cam journals?The oil is circulated around all the cam journals.

Well it looks like the plan of action is going to be to
1 pull the head
2 pull the cam out
3 pull the oil pump
4 clean oil passages in the block
5 check and clean oil passages in the head (any ideas how to do this ?) :hmm
6 double check gasket openings and O rings
7 put it all back together and see what I've got
8 have a few beers :beer :beer

BTW...is it possible you 'flipped' the head gasket blocking the oil passage?

UPDATE !
Dugger my friend you were right I did have the gasket flipped. MY BAD ALL ROUND! :smackface
All passages are clear. I have to wait for a head gasket as nobody stocks one around here.
