Dead Cylinder; No Gas to # 2 Cylinder

OK......... I am at a loss. I have a 94 Metro AT, 1.0 3 Cyl 2DR HB. Motor was recently replaced by previous owner. He claims only 40K on it. (MMMMMMMM) Anyway, The #2 is not getting fuel at idle. I am guessing it is at higher RPM's because when you go down the road it seems to level out. So far I have checked and replaced the cap, rotor button, plug and wire. It is getting fire. Pulled all plugs and rotated engne and 1 and 3 have gas but 2 is dry. Plug looks like charcoal dust on it. Compression on all 3 in 145 to 155 range. Have not done wet comp test. It also surges at 2000RPM up to 2500 and back down and so on as long as you hold down the gas. I wanted to run this by everyone before I go throwing parts at it just in case it is something simple I am missing. (Staring to long at the light) type thing. I have run these Metro's on paper routes for years, till the wheels come off. They take a lickin and keep on tickin. It is a a good solid car and well worth fixing, I am just really puzzled by this one though. Any help anyone can give would be greatly appreciated. I have looked all over the internet and this site really rocks, so I joined.

That doesn't make any sense, this isn't a MPFI engine...so they all should get fuel if the valves are opening.

Yes, hardly an expert but it would seem that the only way fuel wouldn't be delivered to one cyl is if the intake valve is stuck somehow, or if the injectors just not firing for that one cyl, neither of which seems likely.

I thought single injector systems just stayed on?

your right, it doesent make any sense. I am in new territory here, if I can see it I can usually fix it. But fuel , carbs, TB's, injectors............DUH................ Just a thought, if the fuel pump was going bad would it do something like this or would it effect all 3 the same. Could it be blocked or would the pressure break through any blockage. When the previous owner replaced engine he says he replaced all gaskets.

I'd vote for stuck valve or compressed and clogged hydraulic lifter, the lifters often get clogged due to heavy oil run in them, you may have to take the head apart and clean the little holes in the lifter that oil is supposed to go through. Try seafoam or mystery oil in the crankcase with some good 5-30 or 0-30 oil that may clear up the clog.

If any of the cylinders are getting gas, all the cylinders are getting gas, there's no way that one doesn't get gas from some other method than it not getting air too. The TB mixed fuel and air before it gets to the runners. No gas means no air, means closed valve.
