What can I use to shine up my bumpers? They arnt even dark black at this point. On my last car I ran a blow torch over everything...it did a pretty good job, but is there a better option?

an emphatic YES on the Mother's Back to Black. Put it on my greyed bumper covers, and amazingly, they turned black, stayed black, and look great!

Forever Black
A friend of mine who has a jeep with black vinyl fender flares turned me on to this stuff. It is not a dressing like Back to Black, Armorall, etc. It's a black dye that comes in an applicator bottle with a foam top like liquid shoe polish. I used it on my grey faded vinyl bumpers a year ago and they are still black. Every other product I've ever tried washed off within a few days to a month. I could probably do everything on the car a couple more times with the amount supplied, but haven't had to. Comes with a second bottle of stuff to be used before applying dye to wash off any oily dressing currently on surface. Manufacturer can be found online and, though they don't seem to sell directly, they list many local distributors most of whom sell online. I think I bought it from an RV supplier in Florida for about $16 last year. Highly recommended.
