Broken timing belt; timing belt

I have a 91 Geo Metro that broke the timing belt, I installed a new belt and idler pulley, Deciced to start the Geo up to see how the belt runs on the gears, I decided to do this because of the rust pattern on the top gear, within a few seconds the belt had moved off of the gears a good 1/8 to 3/16 of an inch, does any one know why the is

It will do this until you put the lower belt pulley back on the crank, this lower pulley holds the timing belt on.
