Doesn't matter how much he put in since he didn't fill it up to the brim last time. The next time he fills up though will matter and will show accurate results.

Huh? I have never seen a receipt that did not show the gallons purchased. Are you buying gas from habeeb?
Next time you fill up be sure to note the gallons it takes to fill it till it can't take no more.
Be sure to "burp" the tank while filling.

Fill ups include parking next to another car at night with a garden hose, hence no gallons shown.

To burp the tank you have to bounce or shake the car up and down. Fill it till you can see the gas, then bounce or shake the car. The air in the tank will find its way up and you will hear it and see the gas go down past the little door in the neck.
I park my car at the pump so the filler neck is actually at a higher angle than normal. This helps to get the air out.
It's a bit extreme, but it's something I have done for many years with many cars.
