Timed the engine with the paper clip in the bypass block, 8 degrees as directed. Pulled out the paper clip, timing light shows 8 degrees and not 16-20 degrees as expected. Is the ECM working? Would the car start without it working? Is there a fuse that may have blown out causing the ECM not to work, but still allow the engine to fire up?

with the timing light connected .... look at the timing mark goose the throttle , timing should advance upwards of 40 degrees depending on rpm reached if yes the ECM does function and is capable of controlling ignition timing ..... if the CEL comes on key on engine off and you have 5 volts reference at the MAP sensor the ECM is functioning somewhat anyway . having said that if the closed throttle switch does not close the system may not go into base ignition timing |

At low idle, eight degrees with the jumper removed is normal. A scan tool would show the movement more accurately. |
