I know you can use the 13" rims off a a newer geo metro. but will 96 13x4-1/2 off a geo metro Lsi work?

Yes, the 96 metro 13 inch wheels will fit on your 92 metro.
Your 92 has 10mm studs.....the 96 has 12mm studs.
You'll need the tapered lugnuts to take up the difference.
Some tire places still carry the lugnuts in the back room....in a dusty box. :)
Good luck.

10MM bulge nuts will make the conversion complete.

I actually picked up the lug nuts in preparation online from one of the links I found on here.

That's the only wheel put on the GEN3 Metro/Swift, they're all the same.

Get the speedometer drive gear too.

Those would be quite tall, and I can't find any such size available. Do you mean 185/70-13? That's very close to the stock GEN3 diameter, although very wide for the stock wheels. 175/70-13 will fit on the wheels better and be the exact same diameter as the GEN3 stockers, get the speedometer drive gear too and your speedo/odo will be spot on.
