Tune-up. Plugs, wires, cap, rotor and air filter. Fresh oil change just before e-test. Make sure the car is good and hot before you take it in and don't let it cool down before the test.

CRC makes a product called Guaranteed to Pass http://www.crcindustries.com/auto/?s=05063

Before you add the G2P to your fuel run a dose of Chevron Techron fuel system cleaner through a tank of gas.

Another quick update:

I just drove the car back to my mom's house, and the car will run fine up to about 50-55MPH; after that, it starts surging again. It's not a huge problem for her since she always takes the surface streets, but something's definitely not right. Fuel starvation at higher speed? Spark? I'm at a loss...

I'll give it a tuneup just before taking it in for emissions testing next Saturday and see if it helps. I'll also look into that stuff from CRC; thanks Clark.

If you suspect spark get out some Windex....

clarkdw already suggested Chevron Techron and it may be a dirty fuel injector.

How old is the timing belt? It could be worn. How about the PCV valve? You would have some oil in the air cleaner.

I've done so much vehicle maintenance in the past month (my 3 vehicles plus this one) that I forget what I've done to which. I THINK, that I did add techron, but I'm not sure. I did add something though...

Not sure about the age of the timing belt (might be original for all I know), but it looks good. The timing cover broke when I took it off to replace the water pump, so I just left it off. PCV valve is new also.

How hard/expensive is it to clean the injectors?
