New head on won't run right

Okay so this is like my 3rd posting and as you may well have figured out, I'm not super mechanically endowed, suspension is my forte but I digress. Ok, so new head on, replaced head gasket, finally got it started......here's where the issues begin. It has no power at all, just took it for a spin and it won't go over 30 on the floor. So here's your hints. If I hold the throttle at a set position it will surge then die or rev up then die like its starving for fuel or just getting shots of fuel. Next, there seem to be a small fluid leak in lower right corner below the head (looking down on it). Could it be getting water in a cylinder still causing that cylinder not to fire? Please help, any ideas? I miss my baby.

I would double check your spark plug cables for correct order. And make sure your ground wires are back in their original spots.
The fluid leak - is it water or oil?

Pull the spark plugs and sniff them. You should only be smelling fuel and not coolant.

I'll give the plugs a sniff test tomorrow. What is the correct locations for the ground wires. I think the only one I took off was the one on the distibutor, didn't remove any others. Where would I find the correct order. My plug wires go from shortest to longest which is pretty obvious. I didn't pull them off distributor when I pulled the head off.

Update....plugs smell fine ground wires double checked, all good. Took breather off.....if you hold the throttle open it will rev up and then when it dies back down fuel will mist back up out of tbi. I'm at a loss, don't know what else to check.

Still the Haynes and Chilton manuals are wrong.

Usually, after any head or cam work (as in my case) the timing belt is off a tooth - even though it looks correct. But if it runs poor in low rpm then it will be worth the time to check TDC, the marks, the dist. rotor and dist rotation. Even then it may warrant a test to advance the cam gear one tooth.

That is cam timing. Have you set the ignition timing to 5-8 deg. BTDC?

Misting out the TB? Cam timing is out.

It may be off more than one tooth. I experimented and it runs fine with the cam advanced one full tooth. Go to the "how to" dept and find the thread on timing belt. It explains it best.

I'd suggest checking the timing belt two or three times to make sure it's on right.
