O2 sensor replaced, code 13 still there; Was getting code 13, replaced O2 sensor (4 wire CA style). Code STILL there!

94 Geo Metro basic model with CA emissions. Check engine light came one. Put in diagnostic fuse. Code 13 - O2 sensor fail. Spend $60 on a new one. Installed exactly like old one, replacing the wiring harness (connector). Reset ECM by taking out diag fuse. Still getting "Check Engine". Reinserted fuse, STILL GET ERROR 13 with a brand new sensor. What gives? Any ides?

if the 02 sensor heater does not get powered up or has no ground
the 02 sensor will never work

so
test for supply and ground to the 02 sensor heater pins

if the ground is within 50mv of battery negative and positive is near 12 volts

the heater is properly powered up
and
the NEW 02 sensor may be bad , or not connected properly

next
you will need to test signal and signal ground
