It's not RPM and it's not TPS position, it's a rather complicated combination of things basically coming down to a calculated load value. The computer figures out how much power you're wanting at that particular time, if it's possible to deliver that much power in a higher gear with a wider throttle opening, then it lights the light, because lower RPM with wider throttle opening is always more efficient.
