Error Codes; Exhaust flow recirculation malfunction

1997 Metro LSI 1.3 engine Service engine soon light came on, scanned with a reader code shows PO400 Exhaust recirculation flow malfunction. Does anyone have any idea what it is that would cause this problem?

EGR is clogged, usually the passages through the intake manifold and head leading to and from the EGR valve.

Here's a thread about it, but the thread starter doesn't go into the ports enough, he makes it seem as if the valve is the problem. Post #2 corrects that and shows the passages which need to be cleaned.
