engine won't start code 21; engine rebuild now car won't start

I have a 95 3/5 which I just swapped in a 94 engine, because my engine was toast. I rebuilt the engine and hooked everything up and now the engine will not start. I have fuel but no spark. Also code 21 comes up on my cel. If anybody has any ideas or experienced this before please help. My wires, plugs, and distributor are new. Could my timing be off, or my distributor be installed upsidedown?

unless the key for the distributor in the cam is totally worn out then it could be in wrong. I doubt it is broken though.
how are you testing spark?

Removed the coil wire while an assistant cranks the engine. No jump from coil to distributor housing.

even if your timing is way off it will still send a spark down the wires if it is getting that far.
You should go over all your sensors and vacuum lines and the grounds on the transmission near the front driver side headlight and the two on the back of the intake manifold.

so no fire from the coil.
check your connectors on the distributor cause if its not getting signal then the coil wont fire.
do you have a multimeter?

Code 21 says tp sensor voltage high. I have no idea why, I didn't touch it removing the intake. However I also didn't remove any grounds on the intake. I removed attching bolts and nuts and slid assembly back enough to remove the head. All vacuum lines are connected but I didn't check the grounds up near the headlight. The ones on the transmission are solid as well as the coil and distributor. Any other thoughts or ideas?

Yes, no thanks to the chilton manual I looked on here and have the correct firing order and wires hooked up correctly. Yes I do have a multimeter. What should I be reading?

No blown fuses, and all starting relays checked for continuity. Everything sounds normal it just doesn't have spark and won't start.

open your distributor cap and check everything inside.
It ran before the rebuild?

Ok I will check those things first thing in the morning and yes it ran before the rebuild. Now with 80% new parts and much deserved TLC it won't even start?

No, all grounds are hooked up and clean. air gap checks good. Timing aligned(double checked) I am really at a loss here.

have you check the coil? if its till good, then see if you got power to the primary terminal.
