what would cause this

Ok so this is not on a geo but I know you guys will be a great source of help.
What would cause a car to not reach operating temps if the thermostat is functioning?
The car heats up just fine at idle and the heat is kicking!
Once you start driving the car it goes down to 1/2 the normal operating temp.
Its a contour SVT and its getting like 19 mpg because of this.
I just changed his bank one upstream O2 sensor. ( I actually unscrewed it by hand....)
And changed the thermostat thinking it was stuck open which I now know is not whats causing these problems.

I am helping my friend who has been driving me around to get all my parts and the DMV....

Might be cold out put card board in front of radiator?

I would still put a new thermostat in it. It could not be closing properly or sticking. A thermostat not only opens to cool but it closes to warm. It regulates the temperature.

how do you know the thermostat is working???
what if its stuck open? that could cause your symptoms.

everyone says that aftermarket therms are bad but I have never had issues before on any car I have worked on before using them.

we are going to take the "new" thermostat back out and put gasket maker on the side with out the O-ring style gasket.

40f is pretty cold. Either way if its a "fail open" thermostat and you idle in town it will fail open before the fan kicks in.... Also maybe it is a faulty guage or sending unit?

First, check and make sure that you have the correct thermostat then get a meat thermometer and a pan of water and see when the thermostat opens and closes.
