Tensioner for timing belt pressure

Should the tensioner for the timing belt be tighten down pretty firm? I'm not sure whether or not it should be a little loose to move while the timing belt rubs against it or should it be firmly stationary? :hmm
Also, the long bolt was tighten down in the middle of the slot(spring pressure only) originally which made the old belt be a tad sloppy in motion. Is it ok to give the spring a little help of a firm budge and tighten the long bolt down at the 3/4ths point of the adjustment slot to ensure a little less deflection(slop) in the belt? Thanks :)

Yes you are right...I go a little tighter then spring does.... .belt should not have slap or slop. But should not be guitar string tight either... tenchers I find are always dry with no grease....every one....so grease or replace...

can you tighten down the tensioner bolt too hard? or should there be some play for turning the tensioner?

No play in tensioner bolt. The way the tensioner is designed you tighten it down. Using torque wrench to 20 foot pounds. Do not overtighten but do not leave it loose either.
