INLET AIR TEMP SENSOR; INJECTOR PULSE

I have a 1991 vert 3 cylinder. Could a defective IAT sensor cause the injector to pulse on and off at 2200 rpm with the car parked. When the engine is cold the injector does not pulse. Once the car is warmed up then the pulse hits at 2200 RPM, Does not appear to do it driving down the road. New plugs,rotor,cap, Check engine light is lit and shows 23. All help is appreciated. I copied a IAT test from Blue Rhino maybe thats the next thing to try. Trying to get the car smogged.

Do you mean that the idle goes up and down up and down etc......

No I mean the injector switches on and off. gas then no gas , gas then no gas. pump pressure checks out fine and new fuel filter. FPR look fine. Check engine lite on and blinks 23

That's a problem with the Throttle Position Switch/Sensor. The computer thinks you're coasting in gear with your foot off the gas so it cuts off the fuel injector. When the rpm falls down to 1200 or so, it switches it back on.

Might just be a bad ground supplying the TPS and the IAT, causing both problems.
