Been having battery cable issues for a week or so but this morning was the first time I noticed the check engine light, maybe thats it

Tighten that up first. I always swap these factory battery clamps for the higher quality auto parts store kind, with quick disconnects.

You may have some wires shorting in the dash, and the shifting from accel to decel is jiggling it. I had that issue once. Check your main connections under there.

Light doesn't stay on, full decel equals no light foot not touching acc. Foot barely touching almost like just taking slack out of cable the light comes on and if you let off or push harder it goes off. When it is on it feels almost like a neutral state, you don't feel decel or accel

I would think that O2 sensor, VSS or EGR would be the main suspects. VSS is definately tested during deceleration, I think that O2 is checked to ensure that it goes lean during fuel cut off and, if I remember correctly, EGR is opened briefly during deceleration to check that there is a change in manifold pressure that indicates that it functions correctly.

Possibly tps position triggering the throttle closed tests when in fact the throttle is not fully closed?
