Timing belt too close to the main belt; 97 hatchback 1.0 3cyl

I was changing the oil today and started looking at the engine. It looks to me that the Timing belt cover is too close to the main belt.
I can see where the previous owner tried to "repair" it a little.
I can also see that towards the bottom of the timing belt cover it looks broken. it is in two pieces.
I am sure that this is not correct. I'll post pics tomorrow when it's daylight. :)

My concern is if it is a one piece timing belt cover, hos do you get it on around the serpentine belt.

you have to remove the crank pulley, and water pump pulley. plenty on here on how to do that.

I have the same problem on my '97 only the water pump pulley is actually rubbing against the timing cover. Makes a heck of a whining noise! I actually glued washers to the back of the wp pulley to space it out a tad. It helped a little but still making noise. I figure I'll address it when I pull the motor out a little later down the road.

usually there are missing bolts and usually the center one is missing causing the center to bulge out. which reminds me to locate a nut for mine that i recently lost.

Here is a pic of my timing belt cover.
Looks like the PO tried to do a bit of fixing, or maybe didn't want to have to pull the pulley off to install the cover.

definitely not right. I can see the timing belt through there. They even tried to silicon or put something where the water pump pulley and belt pass by.
