Water pump/timing belt help, 94 metro 1.0; Timing belt keeps popping off with or without tension

Hey guys, back once again! Hopefully you'll have some insight.
So my water pump has been leaking a bunch lately, so I decided to replace it today. Got the new pump, took the timing belt off, pulled the old pump off, cleaned all the gunk from the old gasket off, and even rubbed some steel wool to make sure I had a flat surface to put the new seal on.
After that I followed the guy's advice from O'reilly Auto, put the gasket sealer (temperature rated, thermostat/waterpump gasket sealer) on the pump side, slapped the gasket on the pump, then put the sealer on the other side of the gasket and installed it on the side of the engine. Everything looked right, and I was able to turn the pump so I knew there was no interference, so I went ahead and tightened it up. Put the timing belt tension pulley/bearing thing on, and installed the timing belt (same way it was before, not reversed, don't know if that matters) and started her up to confirm timing, and everything was good, till I saw the belt walking off of the camshaft and crankshaft.
I spent 2 hours trying different tension settings ranging from no tension to about half way down the lever. It seemed to get worse with more tension which makes sense the way it would be applying inward force on the two shaft sprockets. This wasn't happening with the old water pump, so I tried tightening one side of the water pump down to compensate for this in case the alignment was off. Nothing seemed to help...after talking with my dad we decided to try another pump because we thought it might be possible that the pump I bought was manufactured wrong. I haven't put this second new pump on yet, I'm done for the night, but tomorrow evening I'll be attempting to try again.
Was hoping you guys might have a bit of knowledge to lend me with this timing belt walking off problem.
Also, I'm heading to Napa tomorrow to buy a new tension pulley/bearing assembly in case that could be causing problems. My current pulley/bearing has who knows how many miles on it +the 10000 I've put on the car.
Hopefully this post makes sense and I was able to paint an accurite picture. I'm pretty tired right now.

I missed the part where you put on the crankshaft pulley. That's what keeps the timing belt from walking off of the timing gears.

The timing idler is good if you can still feel some resistance to spinning. If it spins freely, it most likely needs to be replaced.

I did not read where he had the crank pulley on, just the timing belt tension pulley/bearing thing. Two things I know of make the belt run off. No crank pulley on the crankshaft below or the bolt in the timing pulley/bearing thing not tightened all the way.

You're correct, I did not have the crack pulley on.
try that later today, thank you guys. The last pump was "balanced" enough that it ran fine without it, and I was un aware that the pulley was designed to keep their belt on, not just get in the way and spin a belt
The timing idler needs to be replaced then, I'll pick one up on my way out. You guys are the best...

Got er done yesterday. I replaced the tension pulley too while I was in there. Running great now, idle is way smoother after doing a few adjustments on my jacked up crankshaft sprocket key. The bearing chatter is coming from the alternator (which I had to weld a new mount for last night too. Always thread lock your hardware......) So hopefully I can find one online before that decides to bite the dust.
It's nice not leaving a puddle of water wherever I park :)
