Stafford County has emissions inspection as well.

Virginia does NOT have emissions... I've lived here all my life and I have NEVER had to get ANY of my cars tested for emissions...
this picture on page 1 would disagree with that asinine statement.

did you ever put the fuse in the spare socket and check to see if you have an engine code? temp sensor?/O2 sensor? my 90 never threw a code..... but when i checked for codes i got one for bad temp sensor.... run rich when bad.....

Same issue with my 90. E85. Replaced everything except Cat. Hope it works! 20ppm.

Around here an inspection is basically lights, wipers, horn, brakes. Takes about 15 minutes.

Dry compression test done in June 2011 wa 100-135-140

Spark plugs showed signs of oil fouling.

At a glance, what I see is an engine that had the thermostat removed and run without it. This results in the closest end of the engine to the inlet and outflow hoses to the radiator having a lot more wear than the back.

It also sat for a long time.

The rings are bad but not beyond reason, probably stuck in their lands. One thing that may help believe it or don't is to pull all the spark plugs out, squirt some pure diesel fuel into the cylinders, and screw the plugs back in. Then let it sit for a day...

The diesel will percolate into the rings and lands, and may break up whatever crud is holding them back from springing out and doing what they were designed to do.

ATF also works, especially if mixed half and half with acetone.

IF THAT FAILS you are at least looking at pulling the head, and the pan. Removing the pistons, and giving the rings a damned good visual inspection.

It does not sound to me like you are losing a whole crap pot full of compression - the normal "RIP THAT ENGINE OUT AND GO FIND A NEW ONE" compression loss is a difference of ten to fifteen pounds between cylinders, and you are just at the edge of that and touching it.

But of course if it were me I would consider it GROUNDED until I had that block to a machine shop and restored everything.

As far as "ONE CAR TOO MANY if it doesn't run"...

If comprssion almost 100 psi down from spec of 199 and approaching 60 psi below the minimum of 156.4 is not "losing a whole crap pot full of compression," and a 40 psi split that exceeds the maximum by nearly 3x is "just on the edge" of the maximum of 14.2, I sure wish I had teachers as generous as you grading my work and tests in high school and college. :cheers
I could have had GPAs of say, eleventy.0 or higher... :whistle
