Spring dampner for timing belt tensioner?

The FSM calls for one and in the drawing it looks kinda like a V shaped wire. When I tore my motor apart, there was no such animal! Please explain what it looks like, where it goes, what is it's function and where do I get one!

If anyone has a pic I'm sure I could locate one at Pick-N-Pull.

When I installed the timing belt I just pulled up on the tensioner bracket to adjust the belt tension then tightened down the stud. I'm sure that's not right! Any help is greatly appreciated!
