Rattling noise and trouble starting after Crank shaft seal replace

Successfully reinstalled cam and crank shaft seals only to notice rattling sound upon acceleration, trouble starting (will turn over then 'waw waw' but eventually starts) and a continual leak. Thinking it is an improperly torqued crank sprocket bolt and/or oil pan. Starter symptoms?

Any input appreciated.

Is it possible that this is caused by over torquing? Or is it likely under torqued?

I resealed the oil pan with PLENTY of RTV. well see what results this brings...

Under torqued and now moving. It will quickly wreck the woodruf key and the crank if not corrected.
