Surging idle is back...but different this time

'93 vert LSI with stick shift....

The idle is surging again, but here is what is different this time.

The surging stops when the vehicle comes to a stop. It's like there is some moving part causing the surging that goes away when the vehicle is idling still.

I have checked all the vacuum lines...I can't find a leak anywhere. Any ideas?

i would say tps that is usually the opposite it starts when u stop

Does the engine stumble for a quick second before it returns to idle? I have had a very similar issue with mine, along with a ton of other people. Do the easy/cheap trouble shooting first. Check all of the vacuum lines and also replace the PCV valve. If it is stuck open, it causes a huge vacuum leak causing the idle to "hunt" around. A new PCV valve is about $5 at any local auto store.

When you stop you have your foot on the brake, this is vacuum assisted brake, it changes the vacuum dynamic... it's either a vacuum leak or a sticky idle control valve... try plugging the tiny hole in your air filter, see if that stops it.
