Solid bar in steering wheel hub?

I took my steering wheel hub cover off to check the horn contacts and a black solid rectangle with a hole in the middle fell out. It looks like it is there to distribute the force of the steering post into a blunt force. This is what I guess. It has rubber lugs which I guess held it on. If so, I guess I can reattach it with silicone. Does this sound right--or is the part some other use?

I think it's part of a 'poor man's' vibration reducer.

Mine too fell out eons ago. You're the first one to mention it all these years even when I brought it up back then.

Mine I removed and have been driving without it for 10 years or more.
