'92 No Turn Signals, Hazards work

I have a 1992 GM 2 door hatch and a little experience dabbling in auto-mechanics as a hobby. Currently the turn signals do not come on outside the car nor inside on the dash (lights or sound). The hazard lights however do come on, both outside the car and inside on the dash. I went ahead and replaced the flasher on the backside of the fuse board and had no effect. I have tested the fuse and it is registering 12V passing through when the car is switched to "ON" I believe the reverse lights are on the same fuse, so I took a look at those and one of them is working(I am inclined to believe that the other is a bulb issue, although I have not yet had the opportunity to check). I am trying to get an idea of where to check next or if it is likely the switch itself in the steering console. Any help or suggestions would be greatly appreciated. This is the diagram I was using for the fuses, I checked 10:

If you test for voltage at the bulb's socket that is good, and a good start.

Here is a problem I have seen in the past.
The bulb looses it's ground connection.

The bulb gets its ground through the sleve of the bulb
which is supposed to make contact with the socket.
Some kind of oxide or something builds up on the inside (female)
part of the socket. Grounding the outside of the socket does not help,
because the connection does not pass through to the bulb.

I've had to fold over a "cat whisker" of wire in the socket while installing the bulb,
and hook that to ground to make blinkers work.

If your bulb tests good and you have power to it but it does not work, that may be your problem.

Probably your "stick" switch for turn signals, especially since the hazards still work (using the same bulbs as the turn signals).

Crankcase: which bulb are you referring to? Should I test all four turn signal bulbs on the outside of the car and the two that are in the dashboard for a good ground? If they all seem to work when the hazards are turned on, wouldn't that mean that they have a good ground?

JADEDLS2: Is there anything else I can check before ordering the "stick" switch, just to ensure that that is in fact the issue?

Look at the fuse box where the turn signal plugs in to it. If its a stick, your foot can hit those wires when you use the clutch. I have found the wires broke at the plug on the fuse box. tug on each wire for that plug, as the vinyl covering will cover the break.

Problem Solved! Managed to get a new switch in the mail today, installed it and the turn signals are working again. Thanks for the great advise!
