turn signals wont work

I have a 1990 hatch back and the turn signals stopped working, even though the flashers still work. I have ohmed all the wires from the fuse block connection to the turn signal assembly and they check good. I have power on the green, red and red and white wire. when I jump from power to the grn/yrl and grn/rd wire the blinker lights come on steady. I tried an assembly from a junk yard and still the same result. I have a 1993 manual but not sure if the diagram is the same.any help would be appricated. dave

1 - Left Headlight: High Beam Indicator (10 Amp)
2 - Right Headlight (10 Amp)
3 - Parking Lights; Side Marker Light; License Plate Lights; Instrument Panel Lights (15 Amp)
4 - Fog Lights (15 Amp)
5 - Hazard Lights; Horn (15 Amp)
6 - Ignition System; Gauges; Warning and Indicator Lights; Radiator Fan Motor; Automatic Transaxle Speed Sensor (20 Amp)
7 - Heater; Air Conditioning (20 Amp)
8 - Stop Lights (15 Amp)
9 - Lighter; Radio (15 Amp)
10 - Backup Lights; Turn Signal Lights (10 Amp)
11 - Rear Defogger (20 Amp)
12 - Front and Rear Wiper/Washer (15 Amp)
13 - Not Used (20 Amp)
14 - Not Used (15 Amp)
15 - Not Used (10 Amp)

The space below #12 is for testing codes. If you have a spare 15 Amp fuse, put it in there, turn the key on and the Check Engine light will flash. Flash...pause...flash/flash is 12 and means all clear.

Fuse number 10 is good? :news

thanks for the fuse diagram, any leads on what could or would cause the blinkers to just stop functioning, all the wires test good from the connectors to the blinker assembly. I am going to try another blinker relay. the solid state box on the blinker assembly seems to test good from top to bottom.
