Timing Off Crazy!!; Geo timing not even hitting the reader

So ok.. This is a crazy one.. I bought a 1993 Geo Metro 1.0L as a commuter for my new job.. It has a burnt valve on #3 so required a head rebuild, and unfortunately new exhaust..

Before I took the think apart I noted the timing was way off.. Figured the timing belt slipped since it had 118Kmi. What the hell I said let make this a top end project so I started pulling the things apart.

I got the Head back from the machine shop fully rebuilt and resurfaces. The guys did a great job on it i was happy with there work.
I get the head and everything put back together and made sure TDC with timing marks lined up perfectly as you should. Timing belt and tensioner went on and double checked the makes again.. I double and even triple check my work constantly so there was no doubt that this things was on point.
Pressure tested the cylinders and we are good to fire it up..

I get the thing to operating temp and it seems to be running strong again I'm excited!!
I go to check the timing and yet again the timing is not even close to the meter on the timing. if there was a meeter that could stretch that far I would say it would be in the 40-50° range an not the normal recommended 10°.. if I crank the distributer counter clock wise as much as I can it can get to 10° but runs like crap.. Put it back all the was back and it running fine..
Any ideas. I did pull the timing cover again to double check the Timing marks for a belt slip on the Crank and Cam and they are right on the mark. The timing mark on the crank pulley will read 0° when the crank and cam are TDC..

Scratching my head here since I have no way to get a accurate reading for the timing other than timing it by ear.. Should I advance the Cam a notch?

I'm betting you are not clamping onto the #1 cylinder wire. Using Chiltons by chance?

From the Timing belt side of the motor the order state 1,2,3. Facing the motor from the from should read Left to right.. I am on the #1 cylinder.. Using the Hayns I also check the Chilton documentation to compare and it says the same.

are you shorting the connector under the hood on driver side??

Shorting that plug will give you better results. Every time I don't jumper it my timi g bangs around and will not stay steady. Frustrating until you can understand what is happening.

I hope that will solve your problem.
