did all that, got the exact same sheet from alldata and did everything step by step, got to final step (step 8) and the voltage was 12.06, i replaced main relay and nothing

You did everything? The last two of the chart is replace ecm. Replace main relay. You did both of those? |

Maybe. Or maybe the Check Engine bulb is burned out or missing. Did it come on before when you first turned the key and it recently changes when this issue started? |

Test resistance of blue/black wire from main relay to ecm. myredvert is right about bulb being burned out at times. |

check engine light has turned on twice, once when i replaced the timing belt and the second time about an hour ago when i was testing relay. |

yes it is replace ecm if less than 10 volts, on my car it was 12 volts so i replaced main relay. |

both times check engine light comes on, the car starts. the last time about an hour ago it started and shut off 3 seconds after then the headlightRH fuse blew. |

All this testing. Is the battery fully charged and battery cables tight and clean? If the relays turned on then you should be getting power to the pink fuel pump wire under the seat if in fact what you have said above is true about the wires having voltage at the relay. |

I apologize, let rephrase that last comment. I tested all relays out of the relays socket. yes battery is good, the car is turning over fine, it just does not start. |
