Wiring diagrams do not always tell the whole story. They are helpful a lot but sometimes do not tell all there is to tell. You are liable to find anything. The only reason I am reluctant to say ecm trouble is because of the headlamp issue as well.

did you see the pictures i posted. the fuse box under the dash was burned pretty badly. i repaired it and repaired the connector. everything has continuity now i putting it all back together.

put fuse box back together and connected everything. Now i have headlights, and the blu/blk is now reading .86 volts at main relay when ignition is on and nothing when ignition is off. blk/wht, wht/red and wht/blu all reads 12.4.

checked ecm a2 and a15, i got 12volts, check ecm a22 i got .80 volts. Should i replace the ecm? seems like all is is working now with proper voltage accross but still no check engine light.

Does the daytime running lamps come on with the emergency brake lever down and switch on?
I don't think that's a valid test. The DLRs won't light unless the engine is running, they rely on feedback from the alternator.

You are right about that Woodie. Just turning the switch on will not engage the daytime running lamps. Not sure if just cranking the engine over will or not but if the engine starts they will for sure.

Update; The ECM has indeed burned out.

I opened the ECM and ran some test and found that IC606 (Nand gate controller) had burned. Check the signal on IC703 (ROM) with my scope and found no primary nor secondary power going to it. Will order a new one and pop it in.

Junkyard or post of a ecm wanted in the wanted part section will save you a lot of money. Plenty of 95 ecms around.

quick update, got the new ecm in and engine turned over immediately, very rough idle and lots of shaking but atleast now is turning on. thank you all for your help.

Cylinders probably overly flooded. Should probably clear up. Thanks for saying how it turned out.
