So I failed my inspection by 20ppm on hydrocarbons for Tx. Replaced all ignition components, gas filter, clean oil. Engine is newly built so not using oil.
Last part is catalytic converter.
Will a California approved cat be better in the emissions than standard? Im assuming yes. Any ideas?

Just add some e85. I just had one that wouldn't pass by 100 points. 2 gallons of e85 and the number came down about 120 points.

I've added Coleman Camping Fluid instead of Seafoam to clean the TB. My lawnmower likes it.

There is a chemical that I used twice now and passed both times so I'm going to recommend that you get it and follow the instructions precisely.
