all the lighting on the back is converted to leds.

the row of 3 watt cree eagle eyes mounted low on the rear bumper are the backup lights. the triangular shaped light low on the bumper to the left side of the car is connected to the brake light as well as the rear fog mode. in fog mode the red leds flash fast and constantly. in the clear windows for the oem backup lights i mounted 22 led white strobe panels that are connected so that in backup mode the flash alternately. in fog mode they flash simultaneously.

i modifed the factory rear lighting so that the tail lights have both reflectors lit up with running lights. one cell also has the brake lights and the other cell has the turn signals. i converted the wiring so that each cell uses a dual element 1157 socket and led lamp.

when you change to led lighting you also use an electronic type flasher that uses a transistorized circuit to regulate the flasher speed.

all in, the led conversion takes about 60% of the electrical load off the wiring while producing more light. the backup lights are now in the amazing range. when i pull the shifter into reverse the area behind the car lights up like i have headlights back there. ;)

so, to answer your question, the rear lights are staged as opposed to all being on at once. they can all be on at the same time but not always all on at once.
