AC Clutch does not Engage; 1996 geo metro sedan

Have checked both relays. oth are good. forced clutch to engage by shorting AC1 Relay. So does this mean im just skimpy on freezo?
also hy is there 2 relays for the ac

90% of the time, low refrigerant is the cause of the compressor clutch not engaging. Best take it to a shop that can hook up an AC machine.

Did you have them put a little dye in the system, so it can be checked for leaks in the future?

I work at the shop so nah. I shorted the ac relay with a phat ass paper clip till the Guage was in the v. They purged the lines for me. Now it gets down to 60 degrees. I know it should reach 40 but w.e
