rear brakes not holding.; may be proportioning valve

My helper held the brakes for me to torque the rear wheel lugs to 45 ft lbs. The tires were off the ground. Brakes would not hold tire from turning. The park brake held just fine. I Bled the brakes and even replaced the master cylinder. I put on a used proportioning valve but who knows if it was good? Any ideas as how to get more brake force to the rear? It is a1996 4 door 1.3 5speed sedan metro.

The rear brakes do very little on a Metro. The fact that they last 200K miles proves that. What you're describing sounds extreme, but I've never tried that. I just snug them up then do the torque after the car is back on the ground.

Sounds as if you've done a FULL brake job, maybe the shoes aren't settled in yet?

Trouble is, it seemed to have more stopping power before I put new front pads and rear shoes. Before a light pressure on the pedal would slow it pretty good and more pressure would really stop it. It does not have anti lock. Maybe the new pads and shoes are not as good quality. I was wondering if it may have something to do with the rear adjustment parts being worn. Like I said though the park brakes work good. Maybe I just worry about it too much. Thanks.

First thing I would check is if the adjusters are working or not.

I would like to replace the adjusters. Where can I find them? The adjusters offered by Rockauto do not look correct and the local parts stores can't get them.
