I checked and topped off my oil a week ago and noticed this.

When I turn so it stretches it does not appear ripped. I'm guessing those mouse dropping looking things are it's lubricant. If this is what it look's like when it fails, can I just replace the boot, or is this like cv axles(replace the system, not just the boot)? Any harm in driving as is?

That looks like spray from a half shaft. Look for a split boot lined up with that on the axle.

Absolutely, I have to agree. Probably the drivers side inner.

Good job keeping your eyes open.

There is no reason to replace a cv just because of a torn boot. Let that decision be dictated by what you find inside.

I felt it looked like it was caused by a rotating source, which didn't make sense since the steering doesn't spin and the CV looked good. After you both said CV I looked closer...

The CV inner boot isn't ripped but there is one small hole, steering system OK :D . So it's worth rebooting? Otherwise I'll drive it like it is until it get's noisy. The Passenger CV was replaced last august anyway. Mystery solved, thanks GMF.
