Super high idle, cold weather

Hey guys, looking for some help.
I have a 95 geo metro, 4cyl with a 3spd auto. The temperature has dropped to an average of -20 C here and the geo ran well for a week. Then after some fresh snow, the throttle got stuck on when cold and I had to manually reset it at the engine. After the car warmed up, the throttle moved freely and drove well. So I thought I had solved the problem and was very smart.

Now, the next day, drove car to work, then it goes super high rev's right away when I start up. I reset the throttle, no effect. It seems that the problem is now coming from elsewhere. I saw on some threads that unplugging the ISC would help or expose a problem but that had pretty much no effect. It seemed that it just took a fraction of a second longer to rev up high. Does anybody have any ideas on what the problem could be?

Check your throttle cable and connection to the throttle body.

I don't think it's the cable because I've reset the throttle by hand. That helped the first time but now it's not having an effect.

Check your throttle cable and connection to the throttle body.
This.
Also check for a large vacuum leak some where.
Check break booster seals and vacuum line.
Check tbi gaskets.
Check egr valve on intake manifold.

Vac leaks usually cause a surging idle..
Maybe some super low viscosity oil or spray all around the throttle cable to TB interface, as well as down the cable shield and up the shield at the pedal?
