So your current situation is, if you disconnect the battery, the engine will start. After shutting it off it won't start unless you disconnect the battery. Is that correct? |

Yes. After having the battery disconnected for hours, it will start. Rough at the beginning then OK after a couple of minutes but idle at 600 RPM. Then turn it off, then turn key to "on" fan is on and engine won't start. Edited by clc, Nov 2 2017, 07:02 PM.

OK. Try something for me. Disconnect the battery to clear the ecm memory. Hook it back up. Turn the key to the on position with out trying to start it. Check for codes. If any codes are present write them down. Turn the key off then back on without starting it. Check for codes again. Write them down if present. Try to start the car after that. |

If you still get the IAT and ECT DTC then that is your problem. |

I could not have checked last night for codes as the fan would go on with the ignition key "on". Some times it takes hours for it to reset. This morning I got code 12 even though the engine light is "on". The fan did not go "on". I did not try to start the engine waiting for further instructions. Thanks, CLC |

start the car once. run it for 3-5 minutes, then shut it down and check codes. We suspect that when you turn the key on again, the fan will be stuck on and the code will point to ECT. Surprisingly, this condition should not create a no start unless wiring has been shorted, crossed, or tampered. Edited by MR1 Kingsbury, Nov 3 2017, 08:42 AM.

See if it will start. If it does start, shut it back off and try starting it again. When it won't start check the codes and see what codes are stored in the ecm. |

This morning it started fine, just a tiny rough for a couple of seconds. RPM went to 2600. After a minute started surging from 2100 to 2300. Then I turned it off and re-started with no problems, RPM went to 2700, after 10 seconds surging 2100-2300. Waited 30 seconds and turned it off. Re-started again RPM 3000 for 5 seconds then back to surging 2100-2300. Turned off to check for codes, fan "on" and could not read codes. tried a few times and the same. Then fan turned off and got code 46. 10 minutes after checking for codes, it started several times with no issues but idle at 600 and getting close to temperature by this time. It seems like you car never has the same problem twice. Just for clarification, when checking for codes, once done you removed the fuse from the diagnostic slot before starting the engine again? The ISC is not a easy component to trouble shoot. |

I have actually been using a wire instead of a fuse (I hope this makes no difference). Yes, I always have removed the bridge wire before starting. Now it started again RPM go to 2600 and then surges 2100-2600. Are the fuses # 13, 14 and 15 in the instrument panel fuse block spare ones? |

Yes there are 3 spots on the junction box for 3 spare fuses. The wire will not effect checking for codes.
Each time you tried a few times you cycled the key off then back on? Let me check on why it might not of been able to read codes. |

I have cycled the key. Now it's starting fine even though the fan turns "on" while before it was not the case. Still high idle and surging. |
